Looks like heated seats to me. Occasionally nessarsary in Finland.

Mark got it right, that is drivers side seat warmer switch, and passenger side switch is just behind that soft pouch!
You can also see headlight wipers switch...

Headlight wipers was only available 1993-1994 models in Finland.

These 7" Ultralites are 0,6kg lighter than those 5,5" wide Fondmetals...
