Throttle Cable Stuck

My mech has advised me that my throttle cable is stuck. Basically the car gets stuck on idling at 1100rpm sometimes just as if you didnt let go of the pedals straight away.

The pedals also feel abnormally heavy. Just wondering has anyone experienced this problem and if it is an easy fix?

maybe a whole new throttle cable might be the go, since the old one might be gummed up or try shooting some wd40 down the cable (from the gauge end)???
