would it be possible to change the valve stem sill without takeing the head off

possible but not really practical, just the 1 seal ?

dont think so it chucking oil out back like my old car did i replaced stem sill in that and it cured it but didnt really want to take the head off if i didnt need to

thats usually a ring problem, but to change the stemseals involves removing the cams, buckets and springs tho eh, and the complication of holding the valves shut all the time (easier off the car tbh)

yes its possible.

see page 56 post 2797 of my blog on how I used some rope to wedge the valves shut

and page 57 post 2810 on how i used a modified OHC spring tool to remove the spring and carefully pull out the old seal
