How to use auto seam sealer and paint order please?

I need to seal a joint in panels behind a rear taillight but the area needs repainting also. Would I apply these?
1.anti rust primer - Halfords basic ok?
2.seam sealer - any brand you can suggest for a complete beginner?
3. Coloured paint
4. clear top coat?
Or can seam sealer be applied to fully painted surfaces at the end? I am confused.

I have never done this before so I would take this to a body shop but because an old product needs chiselling off first (hence will needs a repaint) many are hesitant. I need to make sure the car is fully waterproofed and rust protected moving forward. Thank you.

Thank you yeh I’m not too fussed on the look just making sure it’s all waterproofed and working. Will seam sealer stick to shiny top coat and is there a particularly good one to use. Was going to go for Halfords grey stripe but heard it reacts with some things. Thanks
