Tb waxstat loop

These two coolant pipes on the throttle body are to be linked together correct ? For the modification correct ?

here's also a guide for removing the old waxstat which depended on that pipe and calibrating the idle control valve.

I tried removing mine and the screws holding the green spring refuse to turn and looks like any more strength will strip it. Ugh.
