I have a P reg micra 1lt, with 155/70R13 tyres on it. Someone is willing to give wheels with tyres from their Micra Y reg, which are 165/60R14. Will this work?

Well. It depends on offset, pcd. Width of the wheel isn't really important in this case.

they,re a direct fit marianne, both rims are 5" wide and et45, the 14" tyre is a tad taller and a tad wider

only 1.17% difference in size as frank said an almost a perfect size replacement if the pcd and wheel offset was the same
