anyone know what this is, and more importantly, why it would be constantly covered in oil??

Being a plumber by trade id imagine to reduce the likelyhood of an airlock in the turbo coolant piping by letting air escape into the top rad hose.

Oil breathers ok on the engine?it will #### leak if its not sealed properly
