back axel issues

hi everyine im new here and this is my first post. I'm currently converting my rear drum brakes to discs and i'm having a little trouble with the new axel. The axel came with the panhard rod but unforchantly it got damaged when the axel was removed. I have been struggling to remove the damaged panhard rod i have managed to cut most of it off but there is still a pieace of metal (shown in pics below) left on the bolt, is this ment to be here or not? should i grind off the metal bit?

Pretty sure its not meant to be there, however you should be left with a shoulder, make sure its definatly not welded onto the axel?.

Try applying heat and using mole grips etc to rotate the remaining bush off.
