wheels in rear arch

hi guys, i have come to the conclusion that i want my front end to be lower about 35mm, and my rear end to be inside the arch, only a little bit. whats the best way, and the cheapest way to go about this?

i suppose the cheapest way is a set of 15's and lowered 40mm. But ive been told one end is slightly higher that the other. I aint well up on it so please done slate me. But you get what you pay for too.
