What the best/cheapest shocks to buy when lowering?

Depends on your plans
How low? Ride stiffness? After adjustability?
For what they cost these days get a set of polo 6n coilovers. Minor modifications required but they do fit. Plenty a guide on here

Best off with coilovers. Lowering springs go to 35-40
