Radiator bottom hose...

Went to change coolant today, but found the bottom radiator hose clip rusted solid.

The Haynes manual hints at the possibility of draining the coolant out of the engine block directly, but doesn't say where...

There's a sort of flap retained with a phillips screw at the bottom of the engine next to the gearbox. Is this where coolant can be drained from the engine block?

Is it ok to drain coolant just from the engine block, or will this not drain the rad itself properly? The car's on ramps, nose up so this hole could be lower than the rad.

Shall I just cut the f***ing hose off and get a new one?! :D
 
sposed to do it level i think
i would attack the rusted clamp until it gives up and comes away leaving you the hose intact, involves a new clamp
