NA tuning a micra???

Give ideas on how to tune a micra 1,3 litre 16 v engine without installing a turbo...
the problem is the finnish law that says my micra should be low in emissions... that won't happen with a turbo... and it's difficult to even get a micra to pass the inspection with a turbo=) all that has been done so far is the installation of a BMC air filter... HELP!!!
My english is very good indeed..

cant you register your car as modifed/engine changed then you can class it to any emissions output you desire?
what do all the motorsport people do with their rally / racing cars in regards to emissions?
