Front end seems to be touching the floor?

Only recently i have noticed the front end seems to make a scraping noise as if touching the floor when going over speed humps. It never used to do this anyone experienced this?
The car does need new brake discs
Car makes a vibrating noise under the front drivers side wing if i pull off in the wrong gear?
The car has 16 inch wheels could wrong tyre pressure cause it?
Just trying to explain any issues..

Checked again today and under the driver side wing it sounds like something vibrates up and down near the wheel. I bounced the wing but it seems fine could it be tyre pressure of anti roll bar links or poss ball joint?

Can be anything might be the wheel arch liner or maybe your bumper has uncoiled from the bottom rail that goes across the front like mine has done before...
