brake lights wont work when headlights are on

Ok, so, when the lights are off, the brake lights all work fine. Turn on the lights and headlights an rear lights come on, when i press the brakes the brake bar comes on but no the main two brake lights. CHecked the bulbs.... ? ANy ideas

have checked the earth point in the boot as well, and if all connections are secure, and changed the fuse. May be a garage job?

last point, there are dual filament bulbs in, and when the lights are on only one filament is lit, as expected, but they do seem brighter than normal for normal rear lights
