didnt we have a system similar to this on the last forum where other members could give feedback on threads and certain members took complete advantage of the system for personal problems with members, rather than constructive uses?

This ISN'T a reputation bar. It's for moderators to warn for specific posts. No one else can add/delete and you can only view your own bar (admins/mods see one under everyones name)
