Poor fuel consumption, Help please

Hi everyone
new here but not new to messing around with cars

We have a stock 1995 micra as a run around.
Its recently started drinking fuel.
How do I run the dianostics on this thing?

The other strange thing it does is if you turn the ignition on and start the engine straight away it runs rough and at low idle.

If you turn the ignition on and wait till you hear the fuel pump cut out and the accessories to come on then start it it runs fine

Any ideas?
