I think there will be more to this story than PH is letting on. If the regulations were to be what PH claims they are (merely groups of cars) then they would be unenforceable. 99% sure there will be limitations (e.g. anti-social behaviour being involved). You would think that Notts would be more worried about the bigger problems though - like the people being shot, for instance.

its just another way of using (what could be innocent) motorists as a lazy assed way of raising money. i mean you catch someone on cctv with their hood up shooting someone its a lot of work trying to find them, where as with a car trace the vehicle through the number plate = much less work and easy money
