We aren't neccessarily rich, for example what does running water have to do with the issue? The government provides that for no one, we pay our taxes for the 'free' fire service, health care etc, just because you don't have a choice in the payment doesn't mean that your not paying for it.
This is outrageous really, when its cheaper to pay the fine then to prove yourself innocent then what are most people hard up on cash going to do? The government calls this an area of overspending, well since it only costs them money when the other person gets off the charge, that leads me to conclude that they are losing more through legal costs then they gain in fines, which means a lot of the people charged are innocent.
Surely it'd be easier for a new law stating "The government can at any time inflict an on the spot charge, amount decided by officer making charge. You can appeal this charge, but win or lose this will cost you at least twice the charge"
