I'm just after lightweight 15 inch wheels because the good tyres are available down to 15 inch wheels...

if your after lightweight then buy something decent. Enkei make lots of good lightweight and strong wheels - check LSD Motorsports in the USA, you should be able to get a set shipped for under a grand.

They don't have a product list... hmmm They do have very nice specs though!

If not I'd just go for a 13 inch set. Maybe 14...
