Heater problem

I have a question if someone knows something or experienced something similar before.
The heater does not blow very hot air and if it does it is after a lot time the car is running.
Also when you choose the air in the middle it blows that lets say hot air only out of one vent all the others cold.
The hoses of the heater radiator are both hot when the car is running.
Does the radiator needs a change or the heater valve?or both?

couple of options but I'd check to make sure the flaps are moving correctly in the heater box, you can see them through the pollen filter housing and there is also a tell tale (I think) on the side of the box.
