Headlight

My passenger headlight is going out every other week or so, but the buld ain't blowing its the fuse under the bonnet, the plastic part of the fuse keeps melting and not even blowing the actual fuse itself, i don't have a clue how this is happening, anybody any idea's before i end up with a tickit from the police,
