Drivers side fuse panel - ECU - starter relay fuse (F3 on fuse panel)

Regarding the problems with my black micra not starting/no power out the back of the fuse panel...

I've got everything working now except that there is no power thru the F3 fuse (ECU/ST Relay fuse) on the drivers side fuse panel. Also I have no turn signals (though im not so focused on this at the moment)

There seems to be no power going to the ECU from the cables plugged into it.
