These are standard fitment on some Micras, the SR in particular.
The normal bumper has little covers where the fog lamps are meant to go, at least on my bumper anyway. I think the fog light wiring loom is there its just not plugged in of course.
You can buy the Foglights from Euro Car Parts (~£80 each I think?)
Or you can have a look for second hand ones on eBay.
