dude can you hear the fuel pump priming at the back of the car when you switch on the ignition could be either nats or a relay for the fuel pump you should hear a click after the fuel pump has primed it should do this all the time not now and again.

it sounds like the the lever is sticking or it could be a relay try this switch on your ignition and see if theres any play on the lever if there is the lever has gone hence the wipers comeing on. Try this also locate the front wiper realy and replace and check the wiper fuse
