Not sure if theyre the same guys ive used before (pretty sure they arent tbh)...but i previously bought some NGK's from ebay cheap, brand new and are spot on.

That's not that cheap, you shouldn't be paying anymore than that for standard spark plugs. If you shop around you can get them for around £2 a plug. Things off the net are always slightly cheaper as they don't have to run a physical shop bringing costs down.

As olly has said that's the right price.

Main dealers, halfords and unfortunately the local independent motorfactors are starting to charge don't know any better tax on what they sell.
