Hello, I'm new and have just purchased a C+C and having problems with the brakes

It looks as if the car has seized brake(s). It was ok when test driven but that was before the worst of the cold spell plus it has not been serviced for 17K miles (on 28K). But I have yet to get it home as there is a burning brake lining smell after only a few yards of travel. Going to have it delivered on a trailer as don't want to risk further damage as its only 24 miles away. I want to do the remedial work myself if it is DIY'able, so please point me in the right direction.
Today I found it is the NS front disc/caliper that is partially seized, so is this a common fault?
