Does the low beam ever come on with any switch settings? You mention cleaning the relays - is there 1 for low and 1 for high? Can you swap them over and see what happens? If only a single relay I would replace it if you can't check it's operation.

That seems painful. Sorry I can't help. My long distance fault finding involved changing the battery and finally a new case (old one was cracked). For whatever reason apparently one of these has fixed it. For now. :)
