check there are no broken wires in the harness where it goes through convoluted rubber tube/grommet. Relay needs signal back from motor internal switches to trigger wipe cycle. Had this fault on other cars before.
P.S. one of your spark plugs will also have a different colour tip if it's getting the tiniest amount of water in the cylinder. My m8 had exactly same thing with his punto so I had head skimmed and fitted new gasket. Spot on.

Head gasket on the way out mate or slight crack in head. White stuff is emulsified oil. Oil that has been whipped into the water then when it stands for a while the scum comes to the top of expansion bottle until next time it gets agitated by the water pump again.

Check the earth cable between the engine and body/chassis .Had same problem few years back with volvo. Bolt that went through earth strap at engine had corrosion build up inside thread so poor connection. Get a volt meter and check voltage across battery then keep meter lead on battery...
Check the earth to the relay box. Might be picking up in-series earth from another circuit then losing it when circuit goes positive. Come across loads of faults like that before. Another thing to check is someone hasn't swapped wrong relay out. Hope you get sorted.
Hi I think I read somewhere about needing to re-sync the central locking and keys after battery disconnection on some models causes this . Might be worth trying to find info online about this. Good luck?
