C+C 1.4 burning oil

Burning oil, driving behind it, it seems to be burning heavily on acceleration - smoke out exhaust and strong smell of burning oil. Oil usage very high.

Compression test showed 14 bar on 3 cylinders, but 4th cylinder low at 12 bar. 4th cylinder increased to almost 15 bar with addition of spoonful of engine oil through spark plug hole.

Indicative of worn rings, but low enough compression reading on 4th cylinder to explain high oil usage?
 
I'd say not. 12bar isn't bad at all, assuming the gauge is accurate. I don't know what the spec figures for compression are but since my gsxr 750 is 150-200 psi 174 sounds very healthy. I could be wrong though.

Inspect & clean out the crankcase ventilation system pipe & its one way check valve & its small filter under the air intake air filter.
