Very bad fuel consumption

Hello guys .. I have got Nissan Micra k12 cr12de ... I am experiencing a very poor mpg....with 5 litres I get only 27 kilometres..... The car doesn't have a thermostat .
Is running too cool?

Borrowed from other tread

Because the thermostat was in the open position it allowed the engine to over cool (blue light)
By doing this the ecu produced a richer fuel mixture and lower mpg

Once the thermostat was changed the blu light stayed off. The mpg increased and the heater was a lot warmer in the car

But isn't 27 kilometres 5 litres too little even without thermostat?
