it's looking to be worse than that. having placed cameras everywhere illegally makes it seem it was planned all along..any anti ulezy petition going on? hitler was said to have lost WW2 certainly doesn't look like the good team won at all. just being honest as usual. obviously means standing alone with no useless weight.
 
Question: this discussion has been helpful as I'm trying to establish if my Micra (1998 K11 1.3i) will be compliant with ULEZ or not. It seems from the discussion that it is not....can anyone confirm for sure?
Otherwise I shall email Nissan for a Certificate of Compliance and see whether their certificate will confirm regarding the NOx reading. The Euro 4 standard for NOx emissions determines they should not exceed 0.08, I understand, for petrol cars.
The TFL site currently states: " The ULEZ standards for existing central London ULEZ and when the zone expands are: Euro 4 (NOx) for petrol cars, vans, minibuses and other specialist vehicles".

Yes I did - please see the earlier answers in the thread. I got the cert from Nissan free of charge, sent it to TFL, and bingo I'm legal. Do it!

Thanks Dandan, I saw that you had got the exemption, well done, and thanks for starting this post. I was actually asking the other person, kozmicsoup, with the 1998 Micra, as theirs is a year older than mine, a 1999 model. Anyway, I've filled in the application for the certificate of confirmation and emailed all the documents off to Nissan , so I'll wait and see . Once again, thanks for giving me the idea of checking, I'll be so sad if I have to scrap the car, but at least I'll know I tried. I'll put an update on when I find out. They said it might take a month.

I got the certificate of conformity from Nissan (attached the relevant section), but it only shows the figure for HC +NOx, not the NOx figure. I'm not sure how to work out or demonstrate NOx, has anyone had any success if the certificate only shows the combined figure??? Thanks

Quickest five minute way to check your vehicle compliance is to use the tfl “pay to drive In London” website, simply put your reg no in.

Vehicle details - Transport for London (tfl.gov.uk)

This immediately confirmed that my 25 year old 1998 K11 Micra Equation is compliant & no charges applicable with no run around compliance certificates required. Simple.

No need for a modern replacement BS vehicle, just get it on with the K11 tin tart that I already have.

Cheap good to go K11. Happy days. :)

Congratulations for being allowed to keep your Micra running. I'm very surprised it is compliant on the tfl vehicle checker, as mine is a year newer than yours but is shown as non compliant. Have you got a 1.0 litre? Mine is 1.3, maybe that explains it. Anyway, I'm happy for you, but looks like I'll be buying a new car unfortunately.
 
My K11 Tin Tart is a 1300cc Equation base model S reg. August1998 facelift. I just put in the full reg. no & instant response came back compliant & exempt ULEZ charge! :)

The web site states that status can update change & perhaps therefore you may try your number again?

Hi, mine is a T reg 1999, and is still showing as non compliant on the checker. I'm happy for you, but surprised yours is compliant. Lucky you!

However irony is that I live 150 miles from the smoke city & am not remotely inclined to drive in there again.

I put my reg. no into the tfl. site this evening to double check & comes up exempt every time, which tends to rule out an anomaly outlier result or error? ( 9 March 2023 )

Can we cross check & ask if there is anyone else in the MSC with a 1998/99 face lift K11 who could check their car reg. no. on tfl in the same way without Nissan emissions data compliance certificates? ?

I couldn't agree more. Once the zone expands in August I will be living inside it, so unfortunately I will have no option but to get rid of a perfectly good micra. I got it second-hand in 2004 and it's served me very well ever since! I'm glad you don't have to replace yours.
 
Thanks for your replies. It seems that the car in question is rated at 0.235g/km for NOx, which is well above the Euro 4 limit of 0.08g/km, so it doesn't look as if the year 2000 model can get an exemption.
Hi, I just wondered whether you had any luck getting the MIcra ULEZ exempt? I have a 1998 1.3 Micra with same figures as you HC+NOX: 0.234. This is surely to high to get through isn't it?

Hi, my 1998 1.3 Micra Si comes up as NOT ULEZ compliant. I sent off for the Certificate Of Conformity to hopefully get mine exempt, but the figures comes back as HC+NOX : 0.234, so going by this the NOX level alone won't be down as the 0.08 level requires.
Our age cars are classed as EURO 2 instead of the later K11's get a EURO 3.
I'm very sad about this, as it was my late fathers car, has only 35k miles on it as well.
 
See it says 235 for THC+NOX together. For my model it's 64THC +28NOX = 92.
If the ratio is the same, 235 = 163+72, 72 still below the limit 80.
So phone Nissan customer services 0330 123 1231, send the form attached to [email protected].

Hi Dan, you said in an earlier post that a 1999 Micra won't get an exemption, so why are you saying these figures will? Mine is showing this same figure 0.234g/km for combined HC+NOX and therefore is EURO 2, so how can this be ok?

I have a small issue which hopefully someone in this threat can help with. I've got a Nissan Micra 2000 K11, however I can't find a breakdown of its NOX levels to prove if its compliant with euro 4. It seems to me merged unlike 2001 onwards cars. I've request a Certificate of Conformity (CoC) from Nissan, who are currently processing the request.

Does anyone know if the CoC confirms the NOX levels? I'll need this to pass onto to TFL regarding compliance with ULEZ (providing its under the NOX limits).
Hi, just wondered if you had a good outcome with this Certificate of Conformity? I've got mine through for my 1998 1.3 but the figures seem not good enough for ULEZ.

Perhaps it may be a useful to apply for ULEZ exemption by sending your existing Nissan Compliance Certificates together with a brief covering letter in big clear type that the Nissan Certificate confirms ULEZ compliance in the hope that it may be automatically processed through?

What you don’t ask for you don’t get & you cannot foretell how any indeterminate proposition will turn out until it does. ;)

The other annoying thing is, a neighbour near to me has a 1967 Dodge Charger, & that's ULEZ exempt just because it's more than 50yrs old. So he can effectively drive into central London everyday in his big gas guzzling American muscle car, but we can't with our little 1.3 Micra. Something ain't right is it?

Hi all


ULEZ affects all cars which don't reach EURO4 standard, introduced around 2006. If your car is older, from April 19 you have to pay the surcharge 24/7 in the Congestion Zone, and from October 2021, 24/7 in all of London between the north and south circular roads. This means scrapping or selling to someone outside London.

BUT according to

my 2001 micra and many others have such low emission figures:
CO: 0.614g/km THC: 0.064g/km NOx: 0.028g/km
that despite being registered as EURO3
Euro 3 emissions standards (petrol) CO: 2.3g/km THC: 0.20g/km NOx: 0.15g/km
they pass EURO4
Euro 4 emissions standards (petrol) CO: 1.0g/km THC: 0.10g/km NOx: 0.08g/km.

Transport for London wrote I should make my case for exemption by sending in my registration document,
which MIGHT show the 3 emissions figures - unfortunately it doesn't,
and therefore also a letter from Nissan confirming the 3 figures.

Nissan customer services refuse to send such a letter, but only instead a Certificate of Conformity for £114.
I told Nissan many Nissan owners in the London will want to know they can keep their car, and how great it is Micras have such
low emissions, before regulations required them. So if they could inform TfL which cars (from VIN numbers XXX to YYY) conform,
it would be a bonus for the brand they could even advertise, and save us and TfL a lot of trouble applying for each car individually,
and much expense for those who just don't know about it (obviously here, TfL is not that keen).
"A letter isn't going to happen" - it seems they want to make £114 as many times as possible.

TfL are not interested in live emission figures from a test centre - also it seems MOTs don't measure in the same way.

Does anyone have a better idea?
Or want to join in asking Nissan again?

Hi , thanks for posting. Unfortunately it won't help me, or most people I know, as you can't claim anything if you are working and not claiming benefits. The irony there is that I mainly use the car for work, and if I wasn't working I could probably manage without it.....

Blimey, I don't believe it, as I reluctantly bought a newer Micra k13 2 days ago and now in the process of selling my beloved k11. I hope ULEZ is delayed for everyone else's sake though. Ps, if anyone wants to buy a 1999 Micra I'm selling .....!!
 
I like others here have had a trusty 1999 1.3 (1275cc) Micra Inspiration for the past 19 years. It only 90k on the clock and is still purring along. Thanks to the London Mayor's undemocratic Ulez expansion imposed for disingenuous and fake reasons. I am also being forced to scrap this plucky car. It is a disgrace. I too also applied to Nissan for Cert of Conformity and it also only showed a combined figure for HC+NOx of 0.234. Has anyone been able to get around this as one earlier reply suggested that they were able to? Any ideas? Or is it possible to upgrade the cat as I know the post 2001 k11 Micras are compliant.
Otherwise it is such a waste of a faithful servant that still has a lot of miles left in it.

The CO figure for my Micra is 0.410 which is much lower than the 0.614 figure DanDan mentioned above as being well within the ULEZ requirements.
I don't know about upgrades, but presumably they can be done on Micras too. I think it says on the email I received from the Mayor's office that grants are available to those eligible to pay for upgrades kits (probably for scouts clubs, OAP homes, etc., rather than average Joe) which suggests upgrades are feasible at least.

Agreed, the real issue is not whether you car complies with the standard or not, but that the ULEZ zone for taxing driving has been expanded massively. Eventually, all will pay, regardless of vehicle type, which may or may not be a good thing, depending on your opinion. But to imagine in future the charging shall only be aimed at those vehicles deemed not compliant currently will likely prove false.

Nope it isnt, it's favouring the rich and spendy - buy a new car and or keep your classic, but then those living in London should mass protest against Mr Khan (do what I like) and the deal he had with the government over ULEZ. You'd think paying your Road * Fuel taxes shgould be enough to let you drive your car on all non private roads without 2nd or 3rd levels of taxation.
Failing that for all 'unsuitable' cars remove the vin and engine number and just leave them outside his home and workplace?

Could also ask the mayor how scrapping perfectly useable vehicles is ecologically sound?
And since when has any government/council department actually botherd with practical facts and details, e.g. actual levels of 'pollution', or applied them consitantly e.g. for all commercial or 'public' and of course 'emergency' vehicles., I'm sure they work on there's no 'u' in hipocracy.

I noted that in DanDan's epic and excellent stream of messages in 2019/20 he mentioned the following logic based on the ratio of the combined HC&NOx Cert of Conformity .

Has anyone been able to take this ratio theory forward in order to extract a verifiable NOx figure as he suggested. It would be excellent if it could be done and would mean salvation! I would love it......but maybe am a bit too hopeful.

Hi Dandan. I am walking in your footsteps all these years later. I loved your exchange of posts reading them now in Sept 2023. I, like above, have a Cert of Conformity back for my 1999 Micra that has the above combined total for HC & NOx of 235. I obviously would be very pleased if your ratio comparison was recognised as suggested showing NOx at 72. Do you have any more info/thoughts on if or how this could be ratified? I've had my 1.3 Micra for 19 years, only 90k on the clock, still purring along and a lot more miles in it. I am dragging my feet on scrapping it, such a waste. I would appreciate your wisdom, or anyone elses, if you are still on here.
