Idle Control Valve

Is anyone able to explain how the idle control valve works?

I have recently replaced the head gasket and went to adjust the dizzy timing. I tried to drop the idle revs down to 650 with the air/idle screw in the back of the throttle body but no matter how far i turned it the revs wouldn't drop below 750 (tps is unplugged)
I recently had the icv apart and was wondering if I haven't set it correctly?

mine works by not being connected a bit of left foot breaking while engine warms up and 20 more miles out of £20 fuel that's the good works
