How to remove brake pipe plastic clip

I'm trying to renew the rear nearside brake pipe and when I got under the car, I noticed that about 4 pipes are bound together (near bias valve) with some kind of plastic clip that seems impossible to come off. Is it a case of using a dremel tool to cut it off and make a new one?
 
Yes, that's it but mine is different. I saw some similar brake clips online. Actually I've chickened out of doing the brake pipe because I've got a fear of confined spaces and I started to feel sick trying to get that clip off. I will try to remove the rust from the pipe and put it in for MOT. The last advisory said "nearside brake pipe slightly corroded".
 
Well, I borrowed some ramps from my uncle who made them in the shipyards while he was on strike in the 70's. They made the job a lot easier with plenty of space under the car. Got the brake pipes replaced. I broke most of the clips but made a custom clip and used long brake nuts to give the new pipe more support. MOT is due on Friday.
