Enquiry about air flow

Hi All, My questions today are to do with air flow and the throttle body, firstly why are there two plastic air tubes on the air box one goes under the radiator expandation tank to collect air for the T/B & the other goes to the top of the of the r/ e tank? And secondly why does my original T/B have only one cable wheel and the refurbished one I bought has two, could I remove one of the wheels?

The top pipe is a resonator , bottom is intake , and could you get a pic up of it?,
