Alloy wheels (the offset)

I know what an offset is, its where the wheel sits on the hubs.. too far to the inside or too far to the outside..

But i dont know which is which..

My friend is selling some alloys 4x100pcd the center bore fits, BUT the offset is -15... what would happen with them being that, too far in? (i could use a spacer and push them out abit) or are they too far out? (meaning there useless if they come out of the arch)

15mm offset would mean they came out past the arch!
