What ever you buy will only satisfy 2 of those criteria, VERY rarely do you get all 3.

That doesn't work just cause it's cheap and low miles doesn't mean it'll be good.

Personally I'd be looking for an engine in good condition regardless of miles

just my car is a low mileage car (50k) so i dont want to stick a 90k+ engine in it
