The ends will always be sharp, The end fitting should cover them up. Make sure you clean the swarf out of the hose after cutting. Oil hose will be quite difficult to cut, most places that supply it can cut it for you.

You will need to wrap the hose in tape and then either use a very fine hacksaw blade or a dremel type cut-off tool. Stainless braid is very sharp, so wear thick gloves. What type of hose is it? Brake?
