I had the same issue, it was the bulb connectors they had partially melted, spliced in two new ceramic replacements problem solved.

195/45x15 tyres on 6.5x15 et38 offset lowered 35mm four up and a boot full absolutely no trouble at all.

Remove the clock unit as one, eg remove binnacle two screws iirc, then you will see three screws holding the clock unit in place remove these, depending on year and model pull clock unit forwards and disconnect speedo cable and electrics plug, if it's a later model theres no speedo cable just...
