Earth (?) on FLI RCA?

I have a Fli wiring kit, and on the end of one of the positive RCA cable there is what looks like an earth lead. It might be an obvious question but does this have to be connected to bodywork like a normal earth? Could this be why I'm getting interference?

Connect it to your on remote terminal on the amp and watch your RCA's light up when the stereo is on. I had a set of these leads
