Had the same issue not too long ago, it seems that non power steering have a v ribbed pulley which is adjustable and the bearings take quite a beating. As this tensions the belt for the w/pump I thought it best to change, lucky for me I found a newly fitted one in a breaker( doesn't help I know)...
